to act in our time. [applause] for now, decisions are upon us. we can want afford delay. we can want mistake absolutism for principle. substitute speck tack kl for politics or treat name calling for reasoned debate. [applause] we must act. we must act knowing that our work will be unperfect. we must act knowing that today's victoryings will -- victories are only partial. lou: the president sounded like he was checking off a list touching a widearray of concepts and goals. the president vowing to take up climate change after ignoring the subject for the past five years and promising to continue the purr institute of

alternative energy after highly public failures. the president showed support for voting blocked that helped gain relexes, support for immigration reform and gay rights. mention of entitlements was followed by a campaign-style dig at his former opponent, mitt romney, and conservative lawmakers. >> the commitments we make to each other through medicaid, med cash, social security, these things do not sap our initiative. they strengthen us. [applause] they do not make us a nation of takers. they free us to take the risks that make this country great. lou: president obama seemed to return to the class warfare campaign rhetoric equating freedom with financial success. diminishing the fact that folks work hard for success. >> for we remember the lessons of the past when twilight years

were spent in poverty and parents of the child with a disability had nowhere to turn. we do not believe that in this country freedom is reserved for the lucky or happyiness for the few. lou: president obama a day into the four-year term. the inauguration is covered here tonight from all angles. republican of texas joining us, the a-team and monica youley along with the pulitzer prize winning journalist, judy, and joining us here today, and president obama ice second inauguration falling on the martin luther king holiday. the symbolism not lost on the president as he navigated through l pomp and circumstance of the occasion to give a glimtion of the progressive agenda if the next four years. white house correspondent ed henry has the report. >> for president obama, plenty of differences from four years

of the speech. it was a heartless speech. no mystery about who barack obama is, what he believes, what he has done with the nation over the last four years, and what he intends to do over the next four. lou: your take? >> well, surely, monica, you cannot be surprised by who barack obama is. he has doubled down on the you didn't build this theme. that is we all built this collectively we are great. if we're note taking anything, we are being freed to excel. i think this is what his base wanted to hear, what the people who elected him wanted to hear. he's tired of trying to make nice nice with the congress. he wanted to say what he believes. lou: are you saying to hell with republicans is what was in his mind? to hell with half of the country that didn't vote for h? >> this is his vision of the country. i think he wants to be the liberal answer to reagan. >> michael? >> well, if he's tired of working with coness, he didn't have the energy to start with then because he didn't try very hard, and this did strike me,

lou, as a kind of joyless event today. i mean, there was a -- of course he's somewhat somber, sort of transfer of power, queue you know in herely, but in reality, there was a scolding tone to a lot of this speech, and it's just this america has failed, america has not lived up to these ideals. that's the undercurrent. i mean, i find that disheartening because i think this is the greatest country, and for him to lecture us we're not good enough, it's demoralizing. lou: it -- your comment about joy, not much it was evident to me either. there were pictures of the president chewing gum in the review stand. you know, maybe i'm a bit of a prig on this sort of thing, but it was -- it was belter than him smoking dpsh probably what he wanted. >> exactly, which is what he really wanted to do.

>> he was really startling to see it. going through the rhetoric with you, and get the audience's reaction as well. here's quotes i want to go to from the president today. while the truths may be self-evident, they have never been self-executing. now, i don't know what the man is paying his speech writers, but that's -- he needs a refund on a portion of the salaries. >> yeah. lou: it makes truth sound suicidal. i mean, what -- what in the world is that? then he turns to lincoln saying through blood drawn by lash and blood drawn by sword, we learned no union foundedded on the principles liberty and quality could survive half slived and free, made ourselves a new and

vowed to move forward together. i don't know about you, you i was stunned by that. here's the man he says he is and acts like a fan of abraham lincoln, and he doesn't give our president, abraham lincoln, the credit for having save the union. you know, he doesn't acknowledge the saves in the country in 1860, there was not an uprising. the north liberated, freed those slave, and president lincoln led the way. in somewhere surely, there's not to be an impulse to be right with history. >> remember, lou, he's a far left ideology believing america is the root of evil, not just at home, but abroad. it is a very, i think, pathological ideology, and that's where you see the joy with him. previous presidents worked their

entire lives to get to the white house. once they got there, they relished the job. they loved the constitution. they loved what america represented. you don't get that sense from this president. lou: we don't get that sense, nor do we see great reference. he spoke to me, judy, as a man who sees himself apart rather than the beneficiary or the heir to the american experience. to american values, and all the sacrifices gone before. i think -- the acknowledgement that 360,000 yiewn your -- union soldiers died to free the slaves. whatever he harbors, some historical resentment, should be halved by the nobility, the unique nobility in a country in which the people turned to their own citizens and fought them to the death, a great sacrifice to free saves, to make good a terrible wrong.

lou: house republicans trying to pressure senate democrats to pass a budget. for the first time in almost four years. now, the republicans have up vailed a bill to suspend the debt limit with a vote set for as early as wednesday. details of that legislation include this -- suspension of the debt ceiling for three months. on the 19th of may, the debt limit increases from $16.4 trillion to accommodate addional raring the treasury

requires r and bills withholes the pay of lawmakers if congress fails to pass a budget by the 15th of april putting the money in escrow to comply with the 27th amendment of the constitution. joining us now is congressman gomert, vice chair of the subcommittee on crime, terrorism, and homeland security, and republican of texas. good to have you with us. first your impression before we turn to the debt limit of the president's inaugural address. >> well, lou, he started out great, quoting from the declaration from our founding documents, you know, endowed by the creator with certain inalienable rights saying that although they were self-evident, they are notself-executing as you pointed out earlier. now, as a lawyer, that sounds okay in court, you know, talking about the self-executing will or affidavit, but i'm afraid for those of us listening to an

inaugural, it was more rem necessary sent of lincoln saying we will live -- america, talking about the country, will live through all time or die by suicide will be self-excuting. there's things in the speech that made my think, perhaps, that's the path he's going. when he talks about, you know, we can no longer have a rich few make it and the others have, many having difficulty barely making it. look, he's done more to help the rich get richer and the poor get poorer than any president i recall in the lifetime than looking at stats that i have before. he's been arrogant at times. i hate to say it, but sometimes dismissive, even deer risessive, and those comments were in this. lou, the best thing about the speech, and i made the note because he said we cannot

mistake absolutism for principle or politics or treat name calling as reasoned debate. thank you, president. i think now we'll have four years of peace he's not calling republicans names for a change. i was so glad that was in the speech. lou: i'm sure that will be reciprocated immediately by the g.o.p.. let's turn to the debt ceiling -- >> oh, we have a debt problem? lou: republicans make a a move to ends the nonsense. i hope you tell me tonight there's no discussion by the republicans whatsoever of shutting down the government, that this is going to stay positive and move forward. >> all i want is spending under control. that's what we campaigned on because we are bankrupting this nation. we cannot continue on this path. lou: congressman, we talked for years. >> sure.

lou: i have heard that speech to the point that it makes me think you d't realize while you're in the majority, conservative republicans -- >> thank you. lou: that you don't realize fully that you're in a majority of a house that is only one-third of government. >> oh, listen, i get it, but nothing that raises revenue, nothing that provides money to any part of our government gets there unless the majority in the house pass it. lou: right. >> lou, that's leverage to bring spending under control. we've just finished two years where every fight we came up to, we were told, you know what? this is probably not the best place for the fight, but now the next cr, that's where we are going to fight. you know what? the cr is not the best place. do the debt ceiling, the next one so at oe point we have got to use leverage we have to bring this spending down and to actually make the president do

what he said in the speech. lou: perhaps ag agree vat, you have the leverage in point of fact to pressure the senate to move towards a budget. you have the -- >> no -- lou: do you still have the leverage to say no? >> there's not a bigger windmill we're jousting at. i cashed out everything other than my house in the i wy of assets to run for congress. i made sacrifices in income to become a judge when we needed one in tyler, texas, and now i'm told that we are going to give the pour to the senate -- lou: who is telling you that? >> to determine whether or not house members get paid. lou: congressman, who is telling you that? who is telling you that? >> our leadership has said, and there was people in the conference that want to do that. they said, hey, pass a law that says we don't get paid if everybody in the house and senate doesn't pass a budget.

i'm going you're going to give the mill naivers club down in the senate the authority to decide whether or not we get paid in the house? lou: there are a few millionaires, congressman, and i know -- >> in the house, there are. there sure are. i'm proud for nancy pelosi. lou: we are out of time. we have a hard break coming. >> sure. lou: i love talking to you, conk #* congressman, or listening, but we have a hard out. is this debt deal being proposed now to vote on wednesday, it looks like, are youssef mejri going to support it? will it prevail? will it work? >> not without spending cuts. not without a balanced budget amendment, something more than kicking the can down the road. lou: oh, sounds like we slipped back a ways there. congressman, good talking with you. appreciate it. come back soon, and we'll follow your progress. >> thank you. lou: congressman, one of the terrific folks on capitol hill.

lou: your reaction to the rhetoric. i was talking about this earlier just a couple of experts, if i may. we have never relinquished, he said, our skepticism of central authority. if we could put this up to just show what we're reading. we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction hat all society's ills can be cured through government alone. he also -- i just found that stunning. first of all, who is it the things that government alone could solve our ills. our skepticism of central authority. he does not put any evidence. i was fascinated the way he used language in this. are you -- what are your reactions to the speech? >> i thought the speech, you know, i will probably disagree with you. at thought it was surprisingly conservative in the sense that it started the thomas jefferson that declaration.

martin nitpicking. i think that those two bibles, the choices of those were appropriate in the sense that he's trying to read as saying that is founded on the proposition that all men are created equal and extending to a race. moving beyond that to set their quality a proposition is what america's all about. women's rights and we have seen that at stonewall with gay-rights. lou: it was striking to me to see activists, the civil rights movement him he was the first one to take no of the many flaws that make up the american experience. he did not seize the opportunity to reach -- he was talking about ligious and dissident his words. i could not find and embrace there for the entire country, his political opponents, nor the achievements or the men and

women upon whose shoulders he stands as the president of the united states. extraordinary historical journey to ignore that seems to be lacking a certain generosity of spirit. >> added nothing to ignore the history. i think she stood in a tradition in the united states that goes back to the puritans and runs through jefferson and lincoln and retain. the united states is never quite perfect. always trying to make things better. in keeping with our original principles. going back to the idea of the declaration and pac-10 our greatest president, the republican president, abraham lincoln. i think he was trying to channel lap and then push it forward into specific policies for today . lou: do you have a sense of the future that he envisions as a result of today's speech?

>> well, i think the speech today was really about equality. it was saying that lincoln was right when lincoln said that the united states is dedicated to the proposition that all men are created equal. that was a pretty radical thing that lincoln did. that was not something most americans thought that the constitution was written. as you know, we had slavery. lincoln read that as of forward-looking idea. lou: when he wrote that -- when he wrote that he was standing on the shoulders of those who had founded this nation and you had written the declaration. redneck constitution. equality was fundamental and mps book documents. that country's history, if i may say. professor, we appreciate you -- i'm sorry. very quickly. >> i was going to say, we always had this tension between

harness new ideas and technology to remake our government. that is what will give real meaning to our ceed. in other words, the founding principles and values of the nation had no reality unless we make our government and apparently support some ideas and technology that are not even available right now. >> he hates the constitution. that's when it comes down to. we have to adapt founding principles to our changing times and needs. we must change. you know what, the constitution was written with an unchanging you of human nature in mind. the left believes it is the only thing that can change human nature on a fundamental level, corrective action. the constitution stands in the way of their grand plan to change human nature. that is why everything you hear coming out is about changing who we are as people. the tremendous reversal of all basic common sense. if you want to keep your own

money you're not a taker. if you are recipients of social security, medicare, or medicaid york with committing to the collective wealth. this completely turned language upside-down. president obama, our founding creed does not dictate that we agree on one liberty constitutes. actually, it does. that may be the only thing. if we weren't fighting for liberty against tyranny, what is the declaration of independence about? you rendered all of our founding documents meaningless. lou: i got to believe that we are going to see fallout from the speech because precisely the right -- rhetoric he employed. first of all, hollow and much meaningless signifying nothing to the expressions including the one that was just referenced on liberty. i believe there will be contesting sharply if you will, probably in its entirety by the national left when media.

i want to ask you one question here. cbs news political director. the president who came into office speaking in lofty terms about bipartisanship and cooperation can only submit his legacy if he destroys the gop. that's the cbs political director. they just hired connolly's a rice as a contributor, you know, one of the emblems, if you will, of the republican party. square all tha up. >> harry republicans to have a history of attacking other republicans. that runs within the republican party. michael steele was on tv. republicans did not show up for this grand party. the news media understands this. the left news media. president obama's goal is to fundamentally remake the nation. what that requires is not by partisanship. completely destroying his

on this administration's performance in foreign policy. we know lite. we have a recent broadcast. katie mcfarland, our colleague said point-blank, the failure of this administration to respond to benghazi will result in another hit, and it is surely coming, and it did. your thoughts? >> i think that the algerians, even though we are taking a lot of criticism right now for what they did, absolutely right thing because it seems to me that people who strapped explosives to hostages and make it clear that there are there to teach them about islam do not have any intention of negotiating. lou: i will go farther, if i may. i will go further than this and say that the algerian government was so right not to talk to either the british were the american government before handling this situation because

they knew what they would suggest, which they were doing relentlessly, apparently, saying don't do anything, basically. perform the only act the car that was rational given the circumstances. >> you can go back to benghazi, and we have done nothing. and our ambassador is killed in our embassy facilities is overrun and three other americans killed, the sense that there is no price to pay for taking american life, very dangerous message to be sent. the algerians uddenly sent a very different message, but i work long term, more worried about the message this of ministration is sending because if there is no price to be paid for taking an american life than i think we're going to have more live taken. lou: how about the more than 4,000 lives lost, more than 2,000 lives lost in afghanistan and withdraw from both of those places, both of those theaters
